Preparedness Flows from Partnership

Adam Fox

I grew up understanding what it means to live in a small community where resources are tight, and the people who show up during emergencies are your neighbors, not contractors flown in from somewhere else.

I'm Adam Fox, founder of Community Resilience Partners. I've spent more than 25 years in federal and military service, including time as an Army Engineer Diver and as an Emergency Management Specialist at one of the largest naval shipyards on the East Coast. I've worked in high-stakes environments where planning isn't theoretical; it has real consequences for real people.

CRP exists because I kept seeing the same gap. Small towns, rural counties, and nonprofits are facing the same federal planning requirements as large jurisdictions, but without the staff, budget, or expertise to meet them. That's not a fair fight. And it doesn't have to be.

I started CRP to change that. Based in Franklin, Virginia, a small city I call home, I work directly with communities across FEMA Regions III and IV to build emergency plans that actually work, meet federal standards, and don't break the budget to produce.

This isn't consulting from a distance. I'm in the same region, dealing with the same risks, and committed to the same communities you serve.
